Summary/Abstract: Sibiu, as a pilot area within the wider DFID funded project for Social Policy Reform in Romania, faced a great challenge for re-structuring its social assistance system and for developing a model that can serve as good practice for creating the new national social assistance framework according to EU standards. The Social Assistance Strategy 2004-2007-2010 of Sibiu County, is a result of a process of in-depth social policy and institutional analysis of the current social care system in the county, providing realistic solutions and a model for structural adjustments compatible to EU standards. This Strategy sets directions for changes at a lower possible cost, over a relatively short transitional period of time, and presents smooth and tangible institutional and legislative phasing, from the current system into a new and modern social services system, by maximising use of the available county resources. As a plan, the Social Assistance Strategy establishes the key principles and values as well as setting objectives, deriving from the vision, that are to be achieved over the phased process during the period 2004-2007-2010. It represents a road map for gradual and sustainable social sector development in Sibiu County. The Strategy is based on an agreed Action Plan which sets out all the actions and outcomes, that are to be delivered and achieved during the proposed time-frame, by different local organisations, agencies and relevant key stakeholders. This Strategy therefore is meant to make a real difference in the lives of disadvantaged, vulnerable and other groups of people in need, youth, families, elderly, disabled persons, and for their social inclusion in the life of the Sibiu County.
