Summary/Abstract: Decentralization is not the only guarantее for efficient local management. There are many factors that directly influence that process. At the forefront, of course is the human factor. Accepting the positive values and standards acquiring new knowledge; skills and capability for using the pragmatic instruments are one of the directions that lead to the desired goal, i.e.modern European local management. Lobbying as a foundation for every democratic process is nececessairaily needed activity. Lobbying is concerned withpublic decisions. Lobbying with the power of the arguments is widening the democracy views, which is of public interest. Infact lobbying is a complex process which connects different knowledge and skills, But also the arbiter to whom we alone provide the mandate for deciding. Lobbying is not an exact science or an ancient discipline. It is a part of the world liness in every pore or at every level of the society. Lobbying for sure, will improve the competence of the authorities of the local management, especially in the area of the communication and leader skills.
