Summary/Abstract: This paper introduces the processes in Kosovo in the last year and half and the current situation in the province as it faces the international community in the very process of evaluating the standards and deciding whether to start the negotiation process. The standards before status commitment was compiled in the “Standards for Kosovo” document published in December 2003. The eight vaguely defined standards were intimately elaborated in the “Kosovo Standards Implementation Plan”, which sets out the actions and policies for reaching the standards. The “Standards for Kosovo” remains the target for Kosovo. Progress against this target was designated as the basis for any review in mid-2005 for beginning considerations on Kosovo’s final status. Even if the standards before status principal reflected the unpreparedness of the international community to deal with the open Kosovo case, the implementation plan has outlined the expectations for all the important actors in the Kosovo society.
