Summary/Abstract: In a modern democratic society, citizens, government institutions, scholars, scientists, law specialists and police officers themselves devote particular attention to police organization. Mutual relations between the police and the public have always been the object of great interest. In recent years, however, this interest seems to be increasing. This tendency has been the result of a need to upgrade police services by establishing better communication between the police and the public on the basis of an agreement, seen as a precondition for cooperation between the police and citizens in the prevention of crime and in guaranteeing stable order and peace in the community.
