Summary/Abstract: During the Ottoman’s Regression Period, a different system is started to progress at Ottoman’s Classical Regime. Parallel to this change, Canik Sanjak is governed by Muhassıl instead of Governer of Sanjak. The Person who is assigned by Muhassıl has wider authority than Governer of Sanjak. By increasing the power of provinces opposed to the Center, the struggle of Local Managers between each other is become more violent. The political fights is increased by assigning Trabzon Governer instead of Canik Muhassıl, in general. As the political fights became so violent, it is acted upon the trials. The public took place as “siders” or “opponents” in this struggle, too. But the families who built a huge dynasty were able to stop this struggle on time.
