Summary/Abstract: In the autumn 2008, it became clear that after years of economic growth, the world suffered the biggest economic crisis perhaps bigger than the Great Depression of the thirties of last century. The global financial crisis, most investment banks have suffered, and they are those who invest capital. This means that the global capital markets much less money for investment, and the price of that money is much greater. In fact, our planet has prevailed ruthless and relentless struggle to attract capital. In April 2009, The International Monetary Fund released a dramatic projection of average global decline in economic activity by 1.3% for 2009 year, and some members of the European Union faced a much larger decline in the economy. As a result of massive intervention of state budget deficits have grown so much as a huge temptation to state how much and how to increase taxes. Where is the economy of Serbia in all this when for its normal development it requires an influx of 8-10 billion a year, a half of that coming from foreign investments and half from loans? Without that money the development of Serbia was severely affected because its economy is tuned to function in this way. Today it is much more difficult for Serbia to attract investors, and all suggestions point to changes in the tax rate and Serbia losing the leading position in the regional competition, where Serbia got after it underwent the comprehensive tax reform of 2001.
