The Political Responsibility of the President under the Constitution

Summary/Abstract: The aim of the current work is to present a thorough research concerning the political responsibility of the President of the Republic of Bulgaria considering both the historical traditions of the midlevel and modern Bulgarian history and the provisions of the Constitution operative in Law at present. For that purpose, the author presents first of all a remarkable historical research starting with the political responsibility of Khans of the Bulgarian-Slavic's sarakt and going through the ages until the rule of the socialistic system. He delivers a definition of the political responsibility of the President as a separate type of legal responsibility and provides for its distinction of the other types of political responsibility \e.g. that of the Counsel of Ministers, which might not be considered as strictly "legal"\, of the criminal responsibility and of the immunity. The work provides also a research on the substantive pre-conditions for applying this responsibility and of the procedural way of pursuing it in accordance with the provisions of the Bulgarian Constitution. There is also a rich comparative study of foreign academic's opinions, foreign practices and legislations included coherently in the text.
