Legal and Political Means of Modernization

Summary/Abstract: Legal and Political Means of Modernization. Modernization requires purposeful support and regulation. From the citizen´s viewpoint it is important what means and methods are used in the modernization. Law and politics are irreplaceable means of modernization. Under conditions of the legal state law represents the only means of change or preservation of social behaviour which can be based on the guarantee of state force. All political means are applicable even to reach modernization tasks. However, in Europe of the end of the XXth century only democratic means lead to the complex modernization.
