Summary/Abstract: Abstract: This contribution deals with the development of the Hungarian constitu-tional order in the twenty years from the high times of systemic change until early 2008. The article starts from the hypothesis that the Hungarian constitutional order leaves little leeway to institutional change and that constitutional and societal reality drift apart. Such divide comes about due to the fact that path dependencies and veto players prevent deep-cutting reforms. The author emphasises that frictions in state-society relations are the result of the political culture, not vice versa. The conclusion is that constitutional reform is necessary and that many of the problems could be solved by reforming Hungarian parliamentarism.
