Summary/Abstract: The capacity of the United Nations to act in full independence, as provided in its Charter, is in practice subjected to the influence of the main contributors to the regular budget, in particular the United States. This feature was accentuated by the emergence of voluntary contributions that account for financing most of humanitarian and development activities undertaken in United Nations system. Consolidating the independence of the United Nations by diversifying its financial resources seems like a reasonable way to strengthen its operational capacity. A new avenue has been already opened by the effort to attract financial support from the private sector. More audacious ideas like international taxation are examined, but apparently their time has not come yet. The main obstacle to the change is not of technical or procedural nature, but the absence of the political will to genuinely enhance the independence of the United Nations in relation with its most influential Member States.
