Summary/Abstract: The territorial development can be defined as a process of internal increase and structural changes that lead to improve living standards inside the regional and local communities. The economical, social and cultural dimensions can be identified within the process. The decrease of inequality obtains multiple dimensions: economic, social and territorial dimensions. The purpose of regional policies is to directly or indirectly perform changes in the spatial and economic structure, in such a way as to be able to ensure that the structure is adjusted to the social and economic needs of the company. The traditional object of the regional development policies is to reduce territorial disappearances, to achieve a relative balance between the levels of economic and social development existing in different areas of a national territory. Regionalization is a common tendency of the evolution of territorial organization of the European countries. The regions want to become public collectivities at intermediary level, in order to answer to the territoriality needs of certain community policies and to ensure the grounds for an institutional convergence of the EU Member States. The community regional policy grounded on structural funds who target to achieve economic and social cohesion have had a decisive influence upon promoting the regional idea in Europe.
