The Six-Party Talks – a Diplomatic Challenge to the Problem of Denuclearization of the Korean Peninsula

Summary/Abstract: The Six-Party Talks, held between North Korea, South Korea, the United States, China, Russia and Japan on the denuclearization of the Korean Peninsula, began in late August 2003. The goal of the talks was to persuade P’yongyang to abandon its nuclear program in exchange for international economic assistance. Despite North Korea’s many declarations of intent to do so, North Korea did not give up its nuclear aspirations and the government of P’yongyang restarted operations at Yongbyon. Public statements by North Korea that it possessed nuclear weapons since 2002 were followed by nuclear tests in 2006 and 2009, which has demonstrated that nuclear blackmail is a method of foreign policy being carried out by the North Korean regime.
