Causes of Chronic Instability of Italian Executive Government

Summary/Abstract: The subject matter of this paper is closely related to the question of the possibilities for implementation of an executive government's medium and long-term plans and programmes. The problem of Italian governments' frequent impossibility to work functionally, ever since Italy was proclaimed a republic in 1946, has been intriguing for politicians and political scientists alike as well as for practitioners and theoreticians in other fields and finally, the citizens of Italy. The solution to the issue of ‚a nervous government‘ (governo debole) with the aim of creating adequate conditions for a stable and productive government in a sufficiently long mandate has not yet been reached. The paper analyzes in detail the causes of such instability, some of which are either little known in the scientific community, not stressed enough or have been approached from a different angle. Furthermore, the paper outlines the reasons why the attempts to stabilize executive government by reforming the electoral system and bulking the parliamentary scene have proven unsuccessful and unsuited to Italian cultural and political conditions. An important reason for studying this subject matter is the possibility of learning from the errors of a political system in order to prevent the occurrence of similar problems in the political community in which we live.
