Belarus-EU: difficult way of development of relations

Summary/Abstract: The article considers the development of relations between the Republic of Belarus and the European Union in 1992-2012. The author picks out two different periods in their mutual relations (the first one: 1992-1996) and the second one, after the constitutional referendum on November, 24th, 1996, that changed system of distribution of the power in favour of the president Aliaksandar Lukashenka. During the first period the Belarusian -European relations developed positively, but the second one has become the time of deterioration and missed possibilities. Different stages of the second period, including “step -by- -step strategy” of the EU (2002-2008) and a process of warming of the mutual relations (2008-2010) are analyzed. A new milestone in the development of the relationship became the events of the presidential company in Belarus in 2010 and its aftermath. The author shoves the reaction of the EU on the Belarusian authorities’ policy, including economical sanctions and withdrawing of the diplomats. Economic cooperation and trade is also considered in the article. In conclusion the author summuries up the results of the research and notes the difficulties that the EU has to overcome in relations with official Minsk.
