Summary/Abstract: Human resource is considered to be the most valuable resource in the knowledge society. Knowing that the EU officials had launched in 1999 The Bologna Process - a reorganization process of European higher education in order to make it more competitive and better adapted to the new requirements and features emerging worldwide. Globalization is a characteristic of these times and university consortia may represent a response found by the universities from the European Higher Education Area to be considered major players in the global market of education. In this paper I intend to summarize the main events and objectives of the Bologna Process, and then to present the legislation in Romania on university consortia as well as their most important goals.
