Regional Cooperation as the Road to the European Union. The Future of the Stability Pact

Summary/Abstract: There is a complementary division of tasks between the EU’s Stabilization and Association Process (SAP) and the Stability Pact for South Eastern Europe (SP). EU integration was both the aim and the motor behind the entire stabilization process launched by the SP. The SP with its focus on regional cooperation is a unique political instrument of civil crisis prevention. The SP involves all major donors and has a mandate that goes beyond the SAP. Given its ”soft nature”, the SP can make constructive contributions on politically new or sensitive ground, proved by the role it has played in Kosovo and in Moldova.
