ON BUDGET PLANNING AND CONCEPTUAL FORECAST IN RUSSIAN FEDERATION

Summary/Abstract: A description of the long-term strategic planning system is provided. The role of the state programs in the system of strategic planning is defined. Results of the analysis dealing with the structure and dynamics of the program budget of the Republic of Karelia for 2015 and 2016–2017 planning periods of are presented. The question of budget planning as a direction of strategic planning is considered; indicators characterizing the quality of budget planning are identified. The following conclusion was drawn: a long-term budget planning is based on the budgetary forecast for a long-term period, which main objective is the increase in the efficiency of budgetary expenses. Development of the budgetary forecast incorporates all main directions of the state budgetary policy, conditions of the budgetary system operation, and risk management. An example of budgetary forecast development in Orenburg region is provided. The following conclusion was drawn: the quality of conceptual foresight depends on the consideration of possible changes in scenario conditions and the use of various parameters.
