SOCIAL PARTICIPATION AS A FACTOR OF THE DEVELOPMENT OF THE LOCAL DISTRICT? ANALYSIS OF THE OPINIONS OF THE LOCAL GOVERNMENT

Summary/Abstract: The article attempts to summarize one of the topics explored in the research grant entitled "Civilizational de-velopment of sub-national communities and local government processes and the institutionalization of social and economic participation in Poland". The main subject of discussion undertaken in this article is the category of civic participation described by local government officials of two districts: skarżyski and staszowski in Świętokrzyskie voivodeship. Our aim is to present how the local government officials understand the essence of civic participation and its importance for the development of the region. Information received from local government officials, who were interviewed, also help to reconstract pattern of behavior of (non)subjectivity of the citizens. This pattern is formed by client attitudes which dominated over attitudes of commitment and social participation. In result social participation can not be regarded as an important factor in stimulating the development of the region.
