Summary/Abstract: Contraventional liability is a form of judicial liability often engaged in purpose of prevention and sanctioning noncompliance with the environmental norms, given the obvious advantages of the contraventional liability proceedings, compared to the proceedings regarding other kinds of legal liability. The regulation acts that establish and sanction contraventions to the protecion, preservation and development of the environment provide as principal sanction a fine, establishing its special limits. Complementary sanctions are applied by the force of law, when provided by special regulations, and also when they are provided exclusively by the framework-regulation regarding contraventions, G.O. no 2/2001, the special regulations refering to its contents.
