Summary/Abstract: Civilization challenges which modern societies must face generate changes and stimulate actions towards building societies and economies based on knowledge. The European Union, aware of the necessity of economic and social modernization, marked a certain direction of development for the Member States, included in the Lisbon Strategy. With its social and economic policies, Poland subscribes to the general European trends. Moreover, by developing further strategies, programs and plans, Poland seems to prove that the country is indeed heading towards the creation of the knowledge-based society and economy. However, in comparison with other EU members, most of the indices of the development progress adopted in the Lisbon Strategy are at a low or very low level in Poland. To a large extent, such a situation results from inadequate or even non-existent awareness among politicians and decision- makers as to the following issues: (i) a long-term strategy is needed to reduce the distance to the most developed EU members, and (ii ) investment in knowledge and human capital is an essential development factor in the modern world.
