Bulgarian Legislation and the Minority Issue (1944-1984)

Summary/Abstract: The period 1944-1984 of the position of Bulgaria on the minorities issue has been chosen in view of the relatively oneway attitude of the socialist authorities towards the persons belonging to the various linguistic, ethnic and religious groups (minorities). The inconsistancy characterizing the official Bulgarian position on the matter is underlined. Statistical data on the correlation of the various ethnic groups in Bulgaria which makes it possible to draw concliusions for the real situation at the present moment, are also cited, including the series of emigration of population mainly with Turkish ethnic selfconscience. A detailed interpretation of the selfcontradictive and allowing more than one interpretation legal acts and of the legal even now Regulations for Spiritual Structure and Management of the Muslims in People's Republic of Bulgaria, is the subject of attention, too. Shown also is the legal and factual incompatibility of the series of texts of the Regulations. The presence of absurd from legal, political and factual point of view texts is discussed concretely and there are shown some dangers the application of such legal regulations may lead to. Subject to research are the most essential moments chacterizing the concluded with the Republic of Turkey treaties on the discussed matter (including these of the time preceding September 9th 1944).
