The European Public Space before Lisbon

Summary/Abstract: There is limited knowledge among the European public about what really goes on in Europe, specifically the division of responsibilities and competencies between the Union and the Member States. If reforms of existing institutions are not enough, what else needs to be done? One possible answer to this question may be that institutional reform is inadequate in the absence of a European public space as well as of a new form of European collective identity, distinct from but not contradictory to nation-based citizenship
