Summary/Abstract: As proposed earlier, the President of the Republic should be a guarantor of continuous democratic transformation, and use his position in the system and authority granted by the Constitution so as to ensure the much needed development of democratic society and stable institutions. In line with Constant's view of the role of the sovereign, the head of state will be the "directing power", the fourth branch of sovereign power, and the necessary independence of his position will be possible due to the fact his power emerges directly from the people.
