Summary/Abstract: Development policy must respond simultaneously to the challenges of economic competitiveness and social equity manifested in handling territorial inequalities. Regional decentralisation could be a proper means for the fulfilment of both aspects. However, simply redrawing the map does not necessarily result in real decentralisation. The shift and rescaling of the Hungarian governance model was fulfilled strictly in the spirit of adaptation to the European accession requirements, whilst it is obvious that problem solving just by imitation of “Western” developed patterns can hardly be successful. Development policy in Hungary shows some elements of decentralisation since there are institutions also at regional level. The essence of the governance model however remained hierarchical and single sectoral or “purely public”, not being able to motivate the other stakeholders of economic development, at least not in a stable form of partnership. The developmental state therefore is coupled neither with development coalitions nor regionalism. The author’s concern is whether will it be capable for anything alone?
