Summary/Abstract: The concept of human security is addressed in a wide spectrum that extends from physical security of individuals exposed to domestic political violence to psychological well-being of individuals in their daily lives. In this study, the ideational and material roots of the concept of human security are explicated and then the impact of human security on security perceptions and policies is examined. Firstly, historical development of the concept of human se-curity is explained. Secondly, academic and methodological discussions within the International Relations literature on the concept are discussed. Thirdly, the different practical results emanating from different meanings of the concept and the activities to ensure human security are described. The main assump-tion of the study is that individuals cannot feel secure without providing soli-darity rights. As a result, human security as ‘freedom from fear’ and ‘freedom from want’ is considered as a prerequisite for solidarity rights of individuals and groups.
