Summary/Abstract: The main argument of this study is that the European Union citi-zenship, to which the EU banks on a lot for being a common identity, could not have fulfilled such a mission in the last twenty years. Free movement and settlement within the territory of the Union, possessing some electoral rights in the country of residence and petition and complain to some EU institutions are among the rights of the EU citizenship introduced by the Maastricht Treaty that has come into force in 1993. This study, moving from the level of utilisation of these rights, analyses the EU citizenship’s extent of functionality and of its acceptance practically by the EU community since its formal implementation. The low level of utilisation for all the rights analysed here shows that the func-tionality and internalisation of the Union citizenship is weak.
