Summary/Abstract: The under-explored history of mobilization preparation in Karelia in the 1930s is studied in the article. Institutionalization of mobilization preparations at the regional level is considered. Dynamics of the threatened zones of Karelian border territories are analyzed. The main attention is paid to the question of military and civil infrastructure (mobilization plans) evacuation and evacuation preparation (evacuation plans) in Karelia. It was concluded that the then conducted realization of the planned indicators for the military infrastructure and civil mobilization preparation lagged behind the existent dynamics of the growing territorial threats. As a result only those mobilization plans were realized that did not require considerable financial investments and wide construction works. Due do to this partial failure the evacuation plan was reduced. The main events of mobilization evacuation were transferred into the regime of hidden mobilization.
