Summary/Abstract: Industrial policy like other macro-economic policies tends to be controversial. This policy leads to never ending talks over the role of state in economy. And as the active role of state is not questioned, the industrial policy shares the same conclusion. However, aims, methods and tools do not reach such a common understanding. The lack of industrial policy guidelines in papers related to both the European Union and Poland socio economic development is justified though. There is a common understanding that the best and sufficient control tool for industry is free market. A formal industrial policy appears not to be compulsory and a state should manage its industry sectors with other than industrial policy tools. One of the main aims of modern industrial policy is the technical and scientific development inducement which drives high added value products competitiveness, such products requesting high level technologies. Without such an active industrial policy, a robust industry cannot exist, and without it the economy simply does not work properly.
