Summary/Abstract: Development potentials of cities are researched by numerous methodologies. The article deals with surplus, i.e. how to determine development potentials amongst the myriad of apparently equal ones, which can offer cities the best synergetic development effects in relation to invested efforts. The author proposes a methodological model, multi-layered analysis of opportunities and threats (MOT), which was tested on a pilot study. The results confirm that the possibility of preparing starting points for a city’s comprehensive development vision and strategy is relatively simple.
