Unsuccessful Attempt to Find a Third Way in the Foreign Policy of Belarus

Summary/Abstract: The events of 2007–2008—the deterioration of relations with Russia and the global economic crisis, which has seriously hit Belarus—have forced President Aleksander Lukashenka to redefine Belarus’ foreign policy priorities. For the first time since 1994, the Belarusian answer for worsening relations with Russia was not only to move closer to the European Union but also to search for economic and political partners outside Europe. That is why Belarus has launched large-scale cooperation (mainly economic) with non-European countries, particularly Venezuela, China, Iran and Vietnam. Despite these efforts and due to its geopolitical position, Belarusian authorities and diplomacy were not able to guarantee an alternative to European markets for Belarusian products. That means Belarus will remain tied with European markets, though primarily with the Russian market.
