FINANCIAL POSITION OF BOSNIA AND HERZEGOVINA IN OTTOMAN EMPIRE BETWEEN 1850s AND 1870s IN LIGHT OF RUSSIAN SOURCES

Summary/Abstract: Economic crisis that struck the Ottoman Empire by mid-19th century was reflected on the financial system of Bosnia and Herzegovina. The analysis of data provided by Russian consuls as well as other contemporaries, has served to reconstruct the budget of Bosnia and Herzegovina, which was to greatest extent burdened by the need to maintain regular and irregular armies, as well as cumbersome administration, once the Vilayet Constitution was adopted. The financial crisis was additionally deepened by devaluation of domestic currency. All these led to the deterioration of living standard and general lack of confidence in the Ottoman currency. All attempts made by the Ottoman Porta to stabilise its financial system by reducing salary of its bureaucracy, and increasing tax liabilities of the population and customs revenue, failed to bring about any significant results. The consequences of this economic crisis were: loss of financial autonomy and introduction of direct financial control of foreign capital over the Ottoman Empire, as well as heightening of tensions over the Eastern Question.
