Summary/Abstract: The so called "Hartz IV reform" of the German system of social assistance which is going to come into effect in the beginning of 2005 is the most important milestone of the entire reform project of the Schröder Government (i.e. the "Agenda 2010"). The reorganisation of the structure of unemployment insurance and the redesigned policy regarding the employment market will definitely break up the old welfare state of Bismarck provenience. Social assistance an cushioning social risks of the individual will no longer be in the focus of the new policy, which turns to the reactivation of all those being fit for work as the superordinated goal of social policy. This policy is going to be pursued nearly at any price.
