The Funding of political Parties by the State

Summary/Abstract: Funding of political competition and party activities is an important aspect of the overall character of each political system. This study aims to the analysis of party funding from public budgets in the Czech Republic and compares it to similar funding patterns in other Central European countries. The main attention is paid to the electoral cost contribution which represents the main part of state donations to political parties. In this respect, the study points out the discrepancy of the majority of current models with basic constitutional principles and offers some suggestions for the change of the criteria necessary to qualify for this kind of contribution. It also deals with the state contribution per mandate and routine activities contribution. In connection with these state donations the study points to the gap in financial possibilities of parliamentary parties in comparison to non-parliamentary subjects which in most central European countries has risen enormously since mid-1990s.
