Local government sector economic position in the public finances in Poland

Summary/Abstract: As a result of the local government reform, which was conducted in the nineties, there was a three-tier local government. It is one of the elements of public finance sector. Its role and place in the structure of public finances depends on such factors as the organizational structure of public finances, or the degree of decentralization of public authority. The aim of this article is to define the economic position of the local government sector in the public finance system. The analysis was based on several indexes, such as income and expenditure of public finance and local government units in relation to GDP and dynamism, and the share of their income and expenditure of local government in income and public spending. Empirical analysis is also made in relation to the deficit and debt of these entities.
