Opportunities of creating the investment potential of rural counties

Summary/Abstract: Counties have weak revenues independence, so the realisation of investment can be difficult. The main goal of this paper is to estimate the investment potential of rural counties in Poland in the years 2007-2011 and to indicate the possibility of changing that potential in connection with new debt limits, which has been introduced in the years 2011-2014. There was calculated various levels of the investment potential in counties, the structure of financing of investment projects was determined and the potential determinants of changes under the current legal system was identified.
