Summary/Abstract: The article is dedicated to significance of including preventive measures in national anti-corruption strategies and policies in the countries of Central and Eastern Europe. The author places the focus on institutional reform as a major preventive measure, introduction of transparency in work of the government and all institutions, education and training of public servants all aiming at establishment of democratic political culture. Given that the democratic institutions are still quite underdeveloped, that citizens lack of confidence in public institutions in particularly in the countries of Central and Eastern Europe, special attention ought to be devoted to promotion of ethical standards for public service. The core of government anti-corruption policy should be so called “ethical infrastructure” – generally accepted ethical standards promoted by personal example and the system of local administration that enables enforcement of ethical principles on all levels of the authorities.
