“...That’s Something Only Jurists And Lawyers Know Precisely…” Knowledge of Linguistic Rights Among the Hungarian Villagers in Romania

Summary/Abstract: In Romania legislation referring to the linguistic rights of minorities was elaborated without taking in regard the needs of the certain minority since the battle was fought on the scene of politics. It must be mentioned that the laws regarding linguistic rights were mainly conjuctural (Péntek 2005:141–142), thus language use was regulated in a relatively short time and the target community was announced partly or was not announced at all regarding the occurring modifications. The notification should have been done by the competent authorities. This situation made us realize that it is a question in the case of the Hungarians living in Romania, whether they exercise their linguistic rights in a conscious manner and whether they are aware of the existence of such rights. The present study deals with the partial results of a research done between January and June 2012 which clearly show that the Hungarian villagers living in Romania feel – as one of the respondents said – „I don’t really know the laws, this is the main problem. I know only what I can see from everyday life”.
