Summary/Abstract: The Bush administration attacked Iraq without the council's authorization following strong opposition from France, Russia, Germany and China, which believed that Iraq could be disarmed peacefully. After meeting the Arab Group, Annan said there was "lots of unhappiness" about the U.S.- led war and that Arab nation would like to see greater U.N. efforts to bring about a cease-fire. The Security Council has been bitterly divided over the conflict.
