Summary/Abstract: The article examines both theoretically and empirically the problem of nonprofit organisations as a potential source of intolerance, corruption, and arguably, criminal abuse. The author builds his arguments upon the theory of reflexive modernity (Beck, Giddens) which suggests that due to globalisation national states are losing their monopoly of the means of coercion and social surveillance. At the same time the position of other agents (among them NGOs) is being strengthened, which triggers the need to introduce means ofpublic control, thus guaranteeing transparency and accountability of those agents. The author argues that NGOs cannot be conceptualised as an unequivocal promulgation ofgeneral trust, and as a means of civil society building, without taking the social and historical context into account. The article concludes that there are many other significant factors to be considered ifwe want to asses the dynamics between NGOs and civil society.
