Summary/Abstract: The international security environment has been undergoing a profound change over the last 25 years. The European Union as an emerging security actor needs to adapt to it in order to provide its member states with added value. The article asks to what extent the EU is able to play a full-fledged role as an independent actor. After analysing how the EU conceptualizes the new security environment, it shows on the examples of terrorism and weak states how the EU tackles the new threats, and it concludes by arguing that it is the member states themselves that keep the EU from becoming a more successful security actor.
