Riflemen in the Civil Service and Public Enterprises of Klaipėda Region in 1923–1939

Summary/Abstract: The activities of the Lithuanian Riflemen’s Union in Klaipėda Region were one of the measures of strengthening Lithuanianhood in the region. A typical portrait of a rifleman from the Riflemen’s 20th Regiment of Klaipėda is the Lithuanian activists from Lithuania Minor or the newcomers from the public authorities of Lithuania Major, or the civil servants and employees of public enterprises pursuing the task of strengthening the Lithuanian element in Klaipėda Region and incorporating this region to the territory of the State of Lithuania through the capacities of the Riflemen’s Union. According to the practice prevailing in Klaipėda Region, a position used to be granted and maintained for the sole reason of being a rifleman. The status of a rifleman and the membership in the Union were abused for the sake of securing and maintaining the office; therefore, the commanders of the Riflemen’s 20th Regiment of Klaipėda attempted to centralise the procedure of submission of reference letters in order to avoid the cases of admission of inappropriate persons to the Union and subsequently to the civil service. Whereas workers were also members of the Riflemen’s Union, they were not forgotten as well; hence, we may conclude that the activities in the Riflemen’s Union used to grant an opportunity of not only getting a position in the civil service but also a position of a worker or a civil servant of lower grade in various public enterprises in Klaipėda Region. It should be noted that there is considerably less data on the inappropriate conduct and the resulting deterioration of the rifleman’s name at work among riflemen workers compared to riflemen civil servants. The reason lies in the differences between the amount of attention paid to workers and civil servants.
