KÖEF in the focus: – a policy paper about Government – Self-governments’ Conciliatory Forum

Summary/Abstract: Governance has been the most important theory and process in the democratic political systems for two decades. Elements of governance – for example multi-level governance or public-private – concentrate on networks among national governments, self-governments, social and economic partners at national, regional, sub-regional and interregional levels. Governance includes three different levels of policy-making: i) departmental and territorial decision-making; ii) the consultation of institutional partners; iii) recommendation of the civil (NGO) sector. KÖEF (Government – Self-governments’ Conciliatory Forum) was born in 2006. In Hungary KÖEF is considered to be the most important consultative institution in selfgovernment policy. This policy paper shows that KÖEF particularly has consultative and recommendation competences. It has minimal competences in decision-making compared to parliament and government. But different stakeholders (self-government associations) can appear in the consultative phase of KÖEF. This process forms the social effi cacy of policy making. Despite all this the parties vindicate most the competence for decisionmaking against stakeholders in self-government policy.
