Summary/Abstract: The fight against poverty and social exclusion is part of the social agenda of the European Union and represents a very important component of the social policies of member states. The policy of social inclusion is aimed at securing a higher living standard and at creating opportunities, for as many members of the society as possible, to get to enjoy the fruits of growth. In 2007 17% of the Union’s population was exposed to the risk of poverty. The text analyses the concept, size and characteristics of poverty, social exclusion and protection of the poor while taking into consideration the multidisciplinary and comlex character of the issues. Social exclusion is a much broader concept than the material deprivation or low income that cause poverty, which means that there are other factors which cause the isolation of certain groups from the rest of society. Influental elements of social exclusion are long absence from the labor market, low education, health problems and bad living conditions. The programs and measures of the social security systems aim to provide help for the poor members of society. The open method of coordination (OMC) enables reaching a consensus on key priorities in the fight against poverty and social exclusion in the member states of the European Union. The main financial instruments for supporting the member states are Structural and Cohesion Funds, the most important among them being the European Social Fund.
