Impact of Eurointegration on the Lithuanian Policy Agenda

Summary/Abstract: Due to drastic oversimplification public policy making can be considered to be a set of processes, including at least the setting of the agenda, specification of alternatives from which a choice is to be made, an authoritative choice among those specified alternatives as in a legislative vote or a presidential decision, and implementation of the others. Success in one process does not necessarily imply success in others. This paper focuses on the first two processes. In democratic societies the country’s strategic purposes are established via elections, which enable electorate have confidence in political powers. The program of the party in power as a basis of an executive program is set to be the country‘s political agenda to declare its values as well as political priorities. In 1990–1991, after re-establishing a new political regime in Lithuania, its economic system changed basically, following from the previous planned economy to the free market system. The world economy policy has been constantly changing, guided according to both market liberalism and growth tendencies of regionalism and globalism. These processes are still growing, establishing interdependent economic world market. In order to establish political and economic security in a small country, Lithuania started to expand its political and economic relationship with the world countries. 8 December, 1995, Lithuania applied to become a member of the European Union. In December, 1999, in Helsinki, the European Union Leaders decided to start negotiations with Lithuania to become a member of the Union. It is notified that integration into the European Union is making a great positive effect on Lithuania‘s economic policy, though in fact the country officially started negotiations only in 2000. Analyzing Lithuania’s economy policy tendencies we may assume that the above mentioned factors had a significant effect on the formation of Lithuanian Republic’s economy priorities as well as its policy. As a ground of this assumption there are two periods of economic policy: before integration and integration. Analyzing the Lithuanian Republic’s Government programs of the economy policy from 1990 to 2000, the country, with the leadership of the European Union, set an aim to establish Government program priorities both in before integration and integration periods. Developing its economy priorities the Lithuanian Republic’s Government assessed European Union integration political influence on the contents of their programs. To achieve the work aim, content analysis computerised method “Nudist” program is going to be used. With the help of modern technologies the Lithuanian Republic’s Government positions according to their fixed political dimensions are going to be introduced.
