Transition to the Innovation Factors of Development as a Condition of the Higher Educational Establishment’s Competitive Ability in the Educational Se

Summary/Abstract: In the research paper the influence of staff aspects and education quality on the formation of the innovation economy based on intellect and knowledge is discussed has been. It is demonstrated that the maintenance of competitive ability of the higher educational establishment on the educational services market objectively requires transition to innovation factors of the national education system development. A range of measures in order to increase the efficiency of innovation management at the higher educational establishment by encouraging the innovation activity of the subjects of educational activity, higher educational establishments, their units and staff, was elaborated. In the context of this problem solution the factors which strongly impede the innovation process at the higher educational establishment were revealed and examined. A diagnostics (evaluation) technique of the manager’s qualities necessary for the innovation activity performance at the higher educational establishment and a diagnostics (evaluation) technique of the innovation activity level at the higher educational establishment (its unit) were proposed. The results of the applied indicated techniques have driven to a conclusion that the elaborated theoretical-methodological and methodic basis allows to approach objectively the solution of the problem of economic stimulation of innovation process in the system of the higher education and in doing so to increase the efficiency of innovation management at the higher educational establishment. The last circumstance enables not only to increase a competitive ability of the national education system on the international educational services market but also to increase the level of the staff potential necessary for the country’s transition to the innovation model of development.
