Summary/Abstract: The paper is an excerpt from a dissertation on the transformation of contemporary forecasting. It explores some conceptual and practical problems relevant to the notion of knowledge-based societies, legitimacy of expertise, and the rise of think tanks. The knowledge production process has been analyzed as introducing biases and distortion in the adequate understanding of phenomena and thus impeding the construction of reliable images of the future.
