Labor Demand During Economic Slowdown

Summary/Abstract: In years 2001 2002 labor demand decreased in Poland, while in 2009 it grew slightly, despite almost the same scale of economic slowdown in both periods. The article presents labor demand changes during the first and second slowdown, identifies driving forces of labor demand changes and estimates its impact on unemployment rate. The analysis leads to the conclusion that a few factors explain the difference in labour demand restrictions: temporary forces associated with the accession to the EU at the beginning of the century reduced emploiymentwhile at the end of the first decade they caused its increase; a relatively stronger adjustment in labor productivity and wages occured during the second slowdown; continuing structural chnges in the Polish economy - the rising contribution of services, which are less vulnerable to business cycles, in total employment. Different reactions of labor demand to economic slowdowns resulted in different impact on unemployment rate. In years 2001-2002 decreasing labor demand led tyo unemployment growth despite falling of labor supply. In 2009 a slight grow of employment mitigated the pressure of growing labor supply.
