Summary/Abstract: The way the military seeks sustainable peace is by conducting stability operations in the enlarged full spectrum operations. Under current doctrine, stability operations include means both lethal and non-lethal. Stability operations are therefore very important military activities that promote safety and establish or re-establish a normal life for the local population. Stability operations will continue to be an integral part of full spectrum operations. The nature of the operational environment and changing threats will require the military to remain engaged in stability operations and counter-insurgency. Planning is an intensive process that does not end with the completion of a plan, but continues during its implementation, since it may require changes designed to streamline. Articulating a vision for planning, the military develop commander’s intent and concept of operations, which are the basis, and can be defined as elements of an adaptive process, depending on developments. Planning and conducting stability operations comply with all the principles and rules of other types of military operations planning and additionally need to take into account the necessity to respond to the complexity they induce intermingling civilian and military environments, and the multitude of actors involved in theater.
