Summary/Abstract: The history of humankind is a race between education on human rights and the catastrophe, because the respect for human rights and fundamental freedoms can only be strengthened through education on human rights, respect of human dignity and full development of personality. In Article 13 of the International Convention (Pact) on Economic, Social and Cultural Rights it is stated: "They (the participantsparties to the Pact-- member state: a note of HH) agree that education shall enable the effective participation of all the people in a free society, shall promote understanding, tolerance and friendship among all nations, racial and religious groups and shall further the activities of the United Nations for the maintenance of peace." In order to maintain peace, education (the irenic character of education) tolerance, mutual respect and understanding, in 1965 the United Nations General Assembly approved the Declaration on the Promotion among Youth of the ideals of peace, mutual respect and understanding between people.
