Summary/Abstract: During the war conflicts in Republic of Croatia a great migration of population occurred. The ethnic Croats fled from the temporarily occupied territories, i.e. areas under the protection of the United Nations (UN), and resettled in other parts of Croatia. The minority population, mainly ethnic Serbs, fled mostly to the Federal Republic of Yugoslavia (Serbia and Montenegro) and Bosnia and Herzegovinaterritory of Republic Srpska. After the peace was restored, the return of refugees and internally displaced persons was based on two different state policies. The return of internally displaced persons (IDPs) members of the major Croatian population (Croat ethnicity) became national priority supported by appropriate legal provisions and financial means. At the same time, a policy of strong opposition regarding return of the minority Serb population was observed. A series of laws and provisions was introduced and the existing legislation was meddled with, by introduction of discdminatory provisions according to which constitutional and legal rights of the refuge.es of the Republic of Croatia were restricted. The main purpose was to prevent or hinder the return of the Serb refugee population.
